This wheelhouse or gatehouse is part of a complex on the river which used to pump wanter and then generate electicity for the city. These gears were used to lifts gates underneath which would allow water to flow from left to right under this building in this photo.
If you look at the Window Sill photo, you can sort of see into (I don't know the technical dam words. :) ) this big area that would fill up with water.
The Gate House that you see reflected in the water is the end of the complex and housed the generators and pumps and the water would flow out underneath that.
Maybe I should post another couple and see if it makes more sense...
